Can an SEO agency guarantee first-page rankings?

Rankings are decided by Google's algorithms, which change often, and by what competitors publish. An agency can improve what it controls, such as technical health, content quality and relevance, and the signals that show authority, but it can't promise where Google will place a page.

Google's guidance on hiring an SEO lists warning signs, including guaranteed rankings, claims of a special relationship with Google and 'priority submit' services. Guarantees often hide one of these problems:

• Rankings for obscure phrases nobody searches for.
• Tactics that break Google's spam policies, such as paid links, which can later cost you visibility.
• Refund clauses written so they rarely pay out.
