Paid Search (Google Ads & ChatGPT Ads)

Who can advertise on ChatGPT, and in which countries?

Short answer

Businesses buy ChatGPT Ads through OpenAI's self-serve Ads Manager, which opened to US advertisers first and has since expanded to many more countries, including markets across Europe. Availability, formats and policies are changing quickly, so check OpenAI's Ads Manager availability page for your country before you plan a campaign.

The full answer

OpenAI first tested ads with a limited group of advertisers, then opened a self-serve Ads Manager, starting with businesses in the United States, and later expanded access to other regions. OpenAI's help centre keeps a country-by-country availability list.

Before you launch, check:

  • Availability: whether self-serve access covers the country your business is registered in and the audiences you want to reach.
  • Policies: OpenAI's advertising policies, including restricted categories and landing page requirements.
  • Measurement: how conversions will be tracked on a new platform with its own tools.
  • Budget: the bidding options and any minimums currently shown in Ads Manager.

OpenAI also runs a crawler, OAI-AdsBot, that checks the safety of pages submitted as ads, so make sure your landing pages don't block it.

If your business isn't eligible yet, you can still prepare. Build landing pages that answer the questions your buyers ask in ChatGPT, set up conversion tracking, and work on organic visibility in ChatGPT's answers, which doesn't depend on ad access at all.
